Meeting Minutes from June 2, 2004 League Meeting

Teams in attendance - Brittania, BVD (potential new team), Duke, Harmonie, International FC, Mountaineers, Portola Valley, Scots, Tigers,

The following is a summary of the items that were discussed. All decisions were made by a vote of the teams in attendance.

  1. Season Review
    1. Regular Season and Cup Results
      • A Division Champion: Alborz
      • B Division Champion: Tigers
      • Promoted to A Division: Tigers, PAC
      • Relegated to B Division: Palo Alto, Mountaineers
      • CISL Cup Champion: Portola Valley
    2. What worked? What needs improvement?
      • Teams were happy with the use of player passes, but we would like to see mandatory player check-ins this season. This technique was used in the PAC-Mountaineers A/B promotion/relegation match and worked well.
      • Would like to develop a 1-page set of guidelines to supply to referees.
  2. Rules for new player passes
    1. Neil will present guidelines
    2. $10 fee to add/drop a player after 22 - this was approved by a vote
    3. timeline for adding a player - the following rule was approved by a vote:
      • Deadline for a player transferring between teams - 1 week before round 1 of the CISL Cup.
    4. End of season deadline for adding players - the following rule was approved by a vote:
      • Deadline for adding/dropping a player will be determined by the committee and will be announced at least 2 weeks prior to the deadline.
  3. Checking players in before a Game
  4. Guest Passes
    1. Some teams have expressed an interest in having 1 or 2 guest passes to try out new players - this proposal was rejected by a vote.
    2. There was also a proposal to make the league a strictly over-35 league. This proposal was rejected by a vote.
    3. A proposal was made to permanently make the league an over-35 league with 2 players between 30 and 35. This proposal was approved.
  5. Red Cards
    1. Additional fines/suspensions for multiple red cards in a season?
      • The committee will review every case when a player receives more than 1 red card in the season. The committee will be able to determine the appropriate fine/suspension with the default recomendation being that the fine and suspension are doubled for each incident. This proposal was approved by a vote.
    2. Additional fines/suspensions for severe offenses such as fighting?
      • The committee will review every case where a player receives a red card for fighting or any other severe offense. The committee will be able to determine the appropriate fine/suspension with the minimum fine being $50 and a 2 game suspension for fighting. This proposal was approved by a vote.
  6. Yellow Cards
    1. Proposal to not force a player to leave the field after getting a yellow card - this issue was deferred to a future meeting.
  7. Referees
    1. Referee fees
      • It was agreed that the CISL will pay $30 a referee for each game. The CISL will pay for 2 refs a game. Teams that wish to use more expensive referee services will have to pay the difference.
  8. Fields
    1. We need to start getting fields for the 2004/5 season
      • It was noted that the field at Portola Valley will be closed between Christmas and President's Day.
  9. Better contact information for all teams
    1. Need at least 2 contacts listed on the website for all teams
  10. Possible Summer Tournament - No summer tournament was set up
  11. Any other business
