Meeting Minutes from June 25, 2003 League Meeting

Wednesday June 25, 2003 8:30 PM at the Cupertino Britannia Arms

Teams in attendance - Al Hilal, Benfica, Blades, Brittania, Duke, Grasshoppers, Harmonie, International FC, Palo Alto, Pass, Portola Valley

The following is a summary of the items that were discussed. All decisions were made by a vote of the teams in attendance.

  1. Limited team rosters (e.g. 20) - It was decided to have a roster of 22 players with NO guests. Players can be added and dropped from the roster during the season. It takes 7 days to add a new player. Additional details are discussed under "Transfer Policy".

    3. Clubs with teams in both divisions - sharing players? - No sharing of players
    4. Player passes? - Yes - All players must be registered with the league and have a player pass. Neil has volunteered to run the player pass program. Each team will need to submit a copy of a player's Driver's License (or some other sort of legal ID) and a passport sized photo for each player. Teams will need to fill out a roster (form provided by the league) for every game. The referee will collect the roster and player passes prior to each game.
    5. Consequences for using an ineligible player (underage, other team's player, player without a player pass, etc...) - If a team uses an ineligible player, the offending team will charged a 0-1 forfeit (or the result of the match will stand if the offending team lost by more than 1 goal). A 2 point penalty will also be accessed to the offending team. There is no time limit for determining that a team has used an ineligible player.
  2. Under age players (# per roster)
    1. Proposal to make CISL a straight 35+ league - This proposal was rejected and it was voted on to allow a team to have up to 2 players aged 30-34 on the team's roster.
  3. Transfer policy - It was agreed that there will be an "unlimited" number of transfers permitted before January 1. However, a player can only transfer once. There is no limit on the number of transfers that a team may participate in prior to January 1. After January 1, no transfers will be permitted. A transfer will take 7 days, so a transferring player will miss 1 Sunday (and a game if scheduled on that Sunday). The Manager of the team releasing the player must acknowledge the transfer (but he can not stop the transfer).
  4. Fixed game schedule - We will have a set schedule of matches. Prior to the start of the season, every team must provide the league with a set of dates that they will not be able to field a team. The league will not schedule matches for the team on those dates. Each team may also submit 1 "event" (for example, a golf tournament or religious celebration) where they do not know the date yet but know that they will not be able to field a team. Once the date of that event is known, the team must notify the league and if a match is scheduled for that day, it will be rescheduled provided that the date of the match is more than a month away.
    1. When is it OK to reschedule a game? Games will only be rescheduled if a field is closed or if no referees show up. There was a vote to allow a game to be rescheduled if both teams agree, but this proposal was rejected.
    2. Inter-league play (A vs B)? - This item was deferred to a later meeting.
  5. Game forfeit guidelines
    1. forfeit fine? I'm not certain if we rejected this one or deferred it.
    2. loss of points? If a game is forfeited (such as in the case of a no-show), a 0-1 forfeit will result and the offending team will lose 2 points. If neither team shows up, a double forfeit will be accessed with both teams losing 2 points.
  6. Protest Guidelines - This topic was deferred to a future meeting
    1. Under what circumstances can one protest a match?

  7. Red Cards
    1. fine amount - It was voted that there would not be a $ fine for red cards. There was an additional proposal that there would be a $20 fine (paid by the player?) to get back a player pass that has been turned into the league as the result of a red card. A vote on this proposal was deferred.
    2. fine paid by the team, even if the player is a guest - No guests allowed
    3. player suspension? - Yes, it was agreed that a Red Card would result in a 1 game suspension. The referee should turn in the player pass to the league for any player who receives a Red card (or 2 yellows). The possibility of longer suspensions was discussed for multiple Red Cards in a season or for violent offenses, but this issue was also deferred.
  8. Fields - If you bring a field into the league, the league will schedule at least half of your games at that field (provided the field is available for a full season). If you do not bring a field to this league, your games may be scheduled anywhere (for example, you may have to travel 2 times in a season to Portola Valley). It was suggested that if we can get a field for multiple games on a Sunday (3 games?), it would be easier for the league to schedule referees. Every team is encouraged to try to get a field for the league.
    -The issue of permits was also discussed. We must have a permit for every field that we use and the league must have a copy of the permit. Copies of the permits can then be provided to teams so that we can prove that we have the field permit when questioned.
    1. Method to notify teams when fields are closed - Ernie will talk to Cupertino to see about getting the hotline for the Library updated earlier in the day (preferably the night before). Further discussion is needed on this issue.
  9. Referees
    1. 1 referee vs. 2 referee system - 2 referees are preferred, but if only 1 referee shows up, the game must be played.
    2. Does a game have to be played if only 1 referee shows up? Yes, and it will be an official game.
  10. League fees
    1. Entire league fees due at the beginning of the season - Yes
  11. Committee to enforce rules. - It was voted on to have a 3 member committee consisting of Neil (Britannia Arms), Ernie (CISL), and Paul (International FC).

  12. Possible Summer Tournament - No, just the usual Palo Alto, Harmonie, Britannia Arms, Duke mini tournament. Teams are encouraged to set up friendlies against each other.
