1. Team Rosters
    1. Each team will have a roster of up to 22 players.
    2. All players must be registered. Guests will not be allowed to play. This includes players registered to other teams.
    3. A player may be registerred with only 1 team.
    4. Players can be added and dropped from the roster during the season. It takes 7 days to add a new player. Additional details are discussed under "Transfer Policy"
    5. The referee will collect each team's roster and player passes prior to each game.
  2. Age
    1. CISL is an over 35 league.
    2. Each team may have up to 2 players aged 30-34 on the team's roster.
  3. Player Passes
    1. All players must be registered with the league and have a player pass.
    2. Each team will need to submit a copy of a player's Driver's License (or some other sort of legal ID) and a passport sized photo for each player.
    3. The referee will collect each team's roster and player passes prior to each game.
    4. Managers have the right to inspect the player passes of the opposing team before a game, at halftime, immediatly after the game, and any time that a new player enters the game. If the player pass inspection reveals that an ineligible player is playing, the offending team will be charged a 0-1 forfeit.
  4. Use of Ineligible Player
    1. If a team uses an ineligible player, the offending team will be charged a 0-1 forfeit (or the result of the match will stand if the offending team lost by more than 1 goal). A 2 point penalty will also be assessed against the offending team. There is no time limit for determining that a team has used an ineligible player.
    2. A $25 fine will be assessed against the offending team.
    3. An ineligible player is any player who falls under any of the following catagories:
      1. any player who is under the age of 30,
      2. a player who is registered to a different team,
      3. a player without a player pass,
      4. a player who is serving a suspension.
  5. Forfeits
    1. All scheduled games must be played. If a team does not show up or uses an ineligible player, a forfeit will be assessed against the offending team.
    2. If a game is forfeited, a 0-1 forfeit will result and the offending team will lose 2 points. If neither team shows up, a double forfeit will be assessed against both teams with both teams losing 2 points.
    3. A $25 fine will be assessed against the offending team
    4. A game may be rescheduled if either of the 2 situations occur:
      1. No referees show up, or
      2. The field is closed.
  6. Transfer policy
    1. An "unlimited" number of transfers permitted before January 1.
    2. However, a player can only transfer once.
    3. There is no limit on the number of transfers that a team may participate in prior to January 1.
    4. After January 1, no transfers will be permitted.
    5. A transfer will take 7 days, so a transferring player will miss 1 Sunday (and a game if scheduled on that Sunday).
    6. The Manager of the team releasing the player must acknowledge the transfer (but he can not stop the transfer).
  7. Red Cards
    1. A $20 fine will be assessed against any player who received a red card.
    2. A Red Card results in a 1 game suspension. The referee should turn in the player pass to the league for any player who receives a Red card (or 2 yellows). Violent offenses may lead to additional suspensions.
    3. The $20 fine must be paid for the player pass to be returned to the team. If the fine is not paid, the league will hold on to the player pass and this player will count against a team's roster limit of 22 players.
    4. A player with an un-paid fine may not transfer to another team.
  8. Referees
    1. While the CISL prefers to have 2 referees at each game, a match must be played if only 1 referee shows up
  9. Game Day Procedure:
    1. Print out a copy of your team's roster (in the match report format) from the website - http://www.cislnet.com/CISL/rosters.html
    2. You may also want to print out a copy of the opposing team's roster
    3. Enter the jersey numbers of your players into the roster
    4. Please turn into the referees a copy of your roster and the player passes of the players who are playing that day.
    5. The referees should verify that every player has a valid CISL player pass.
    6. Team managers may request to see the player passes of the opposing team before the game, at halftime, immediatly after the game, or anytime a new player enters the match.
    7. If a player plays in the match without a valid CISL player pass, a forfeit will result (See section 5, Forfeits)
    8. The referees should be recording goals, yellow cards, and red cards
    9. After the game, the refs should return the player passes of all players with the exception of any player who received a Red Card.
    10. Be sure to thank the referees for calling a great game.
    11. The Referees should turn the match reports into the league.
    12. Managers should e-mail the result of the match to cisl@opurt.com. Please include a list of goal scorers and anyone who received a red or yellow card.
